Upload custom logs file

/data/logs/custom-upload

Associates a previously uploaded multipart file with the authenticated user's training logs. The custom_logs_filename must match the filename returned by the Get multipart signed URL endpoint. Optionally save the uploaded logs with tags for later filtering. Returns a task ID to poll for processing status.
